History & Vision
In 2007, the International Brotherhood of Electrical Workers (IBEW) started a conversation with several utility companies about the “aging workforce” or “silver tsunami” that was projected to occur; massive amounts of retirements were looming in the industry over the next several years. The need was to identify, attract, train, and retain the next generation of energy workers in the utility industry.
In January 2009, an Agreement and Trust document was executed, officially creating the National Utility Industry Training Fund, sometimes referred to as NUITF (“new-tiff”). Initially, the NUITF hosted “boot camps” at four geographically selected “Participating Host Employers”, our chartering utility companies, to give prospective individuals an opportunity to test drive what work as an apprentice lineman was like.
Over the next few years, the NUITF identified the need to offer curriculum to their industry partners, to ensure those coming in were educated and trained to the IBEW’s highest standards. In 2012, through collaboration with the National Joint Apprenticeship and Training Committee (NJATC), now known as the electrical training ALLIANCE (etA), the apprentice lineman program was set up for NUITF customers through a Learning Management System (LMS), similar to that used by all of the IBEW’s construction apprentices throughout the United States.
In 2016, the Substation Technician program was added, and in early 2024, the entire library of content housed at the etA was made available to NUITF customers. This includes Apprentice Lineman, Substation Technician, Electricians (Power Plant, Water & Sewer Distribution and Production Plants), Telecommunication Lineman, Cable Splicing, and many more.
In 2025, working with customers and the etA, the NUITF has been providing existing customers with their own Training Management System (TMS) and customized Learning Management System (LMS). This allows for more local control of users and purchases, as well as making the program look and feel like the utility’s own.
Many of the programs include proprietary training simulators along with Augmented Reality (AR) and Virtual Reality (VR) platforms, making them leading-edge educational platforms.
As the NUITF looks ahead, it has embarked on the development of several additional training programs in addition to the ones currently available. All of this is in coordination and collaboration with the etA. The following programs are in various stages of development: Natural Gas Utility Worker, Electric Metering, Utility Leadership, Nuclear Classifications (Radiation Protection), Overhead Catenary System, & Drone Pilot Licensing.
